Here's how to set up screen capture to WebM format in VLC. It seems kind of rudimentary, but the plus side is a lot of people already have it installed for playing videos.

In Windows you will need to install UScreenCapture to get this to work.

UScreenCapture will also work with VLC and anything else that uses DirectShow, and unlike VLC's built-in screen capture, it captures the mouse cursor.
